STATE BASEBALL RULES

REVISED 01/01/2012

Divisions are based upon player’s ages as of the year 2012 league age.

Each team needs to check in 1 hour before game time and bring the following items:

  • Proof of Team Insurance
  • Copies of birth certificates for each player
  • Roster/ Medical Waiver form
  • Tournament fee if not already paid (Cash Only)

Tournament rules are as followed: GSA Rules, Pony Rules, MLB Rules. So if the rule is not found in the GSA rules, we go to Pony rules, if not found there then we go to MLB rules.

The tournament director reserves the right to reschedule the tournament within 45 days in case of rain. If this is not possible, the following rainout policy will take place:

  • NO GAMES=80% refund.
  • 1 Game = 50% refund.
  • 2 Games = No refund.

The Tournament Refund Policy is designed to be fair and equitable for both the tournament director(s) and participating teams. The event host incurs prior tournament expenses which cannot be recovered or returned such as; tournament awards, advertising, field rental fees and other miscellaneous expenses. All refunds are for tournament entry fees ONLY!

Only 2 5/8 Big Barrel bats are allowed in this tournament. In the Little League division 2 1/4.

Every effort will be made to complete the tournament. In the event of rain or darkness, the tournament director reserves the right to shorten games or modify schedules in order to finish the tournament.

There will be a registration /information desk located next to the snack bar. There will also be schedules/brackets posted there.

Please NO ice chest or outside food ALLOWED. This is our fundraiser and we appreciate patronage at our snack bar. NO GRILLS ALLOWED.

Only players listed on the roster are eligible to compete in the tournament. Rosters are frozen after 1st game of tournament. No players can be added. Players may play on only one team in this tournament. NO EXEPETIONS !

3 games guaranteed. 2 pool play games, then single elimination.

LENGTH OF GAMES:

  • 6u will play 5 innings or 1:30 DROP DEAD.
  • 7u thru 12u will play 6 innings or 1:30 no new inning. Must complete the inning.
  • 13u thru 16u will play 7 innings or 1:45 no new inning. Must complete the inning. 

CHAMPIONSHIP GAME NO TIME LIMIT

A new inning begins when the 3rd out is made in the previous inning. The new inning does not begin when the Defensive team takes the field.

If a game is called due to darkness, regardless which team is winning or at bat (UMPIRES JUDGEMENT) score will revert back to the last completed inning.

In the event of a tie or completed game or time expires (Seeded Games Only) a California Tie-Breaker will occur. A runner will be placed at 2nd base (Last Out) and the next batter in the batting order will be up. The inning will begin with 1 out. The inning will be completed for both teams under normal baseball rules. This will continue until there is a winner.

Coin flip will be used to determine Home team for all pool play games. The higher team is Home in bracket play. The higher seeded team can choose to be Home or Visitors.

Ties count in pool play

SEEDING: Will be done by best record. In the case of a tie we will use the following:

  • 1. Head to Head
  • 2. Runs Allowed
  • 3. Runs Scored
  • 4. Coin Flip.

Home team is responsible for keeping score.

PITCHING RULES:

  • 7u thru 8u =3 innings max. per game, 4 innings per day and 8 innings max. for tournament.
  • 9u thru 10u= 4 innings max. per game, 6 per day and 10 innings max. for tournament.
  • 11u thru 12u= 6 max. per game, 6 innings per day and 12 innings max. for tournament.
  • 13u thru 16u= 7 innings max. per game, 7 innings per day and 14 innings max. for tournament.

Each team must have their pitching log signed by the home plate umpire at the conclusion of the game. Each team will be responsible for their own pitching log and must be able to show it if requested. If the team cannot provide a pitching log then that game will be a forfeit.

A pitcher who pitches in more than one game on the same calendar day may pitch any combination of innings as long as they do not exceed the division max.

Violation of the above pitching rules will result in the ejection of both the manager and the player from the game. If this violation occurs both manager and player must sit out their next scheduled game also.

Once a pitcher pitches one pitch, it’s considered an inning pitched.

Upon a second trip to the mound in the same inning, the pitcher must be removed for ALL divisions.

A maximum of 9 defensive players in the field and a minimum of 8 required to play. If a team can only field 8 players, every time the 9th spot come up in the batting order it is an OUT. This will continue throughout the game.

In 6u/7u/8u all players .All players listed on lineup sheet must bat. In 9u thru 16u manager may elect to bats or entire roster, nothing in between.

Teams may run for the catcher at ANY time with a player on the bench. If a team is batting 9 players it must be the sub, if batting entire lineup it’s the last out.

Once lineup is submitted, the number of batters may not change. Players not in the original lineup may only enter once and once removed can no longer re-enter the batting order. Offensive players that were in the original lineup and removed for substitution must re-enter lineup in the original spot they were removed from and may not be removed again. All substitutions must be made through the umpire, including pitching changes.

If a player is injured or sick and no substitution is available, the player will be called out the next time he/she is up in the batting order. First time only.

Must slide rule is in effect for all ages. Safety of the players is a priority. A runner must slide or attempt to avoid contact with another player. Any player that attempts to hurt or injure another player will be called out. If the umpire fills the contact was malicious the offending player will be ejected from the game.

FORFEITS: If a team fails to show up for a scheduled game, that team will be removed from the tournament with NO REFUND of tournament fees. In the case a team forfeits the score will be as followed: 6u-10u (6-0) / 11u-16u (7-0).

MERCY RULE:

  • (6u-10u) 15 run mercy rule after 3 complete innings 10 run mercy rule after 4 complete innings
  • (11u-16u) 15 run mercy rule after 3 complete innings 10 run mercy rule after 4 complete innings

Protest Rule: If a protest is filed a $100 protest fee must be paid at the time of the protest, this is to eliminate false protest to stall game. If protest is granted in your favor the fee will be returned. The game will be stopped at that point and ruled upon by the TOURNAMENT DIRECTOR.

All managers are responsible for their fans, coaches and players. It will be their responsibility the fans in line. If a parent or spectator is causing a distraction to the game or umpire the manager will be warned and if repeated the manager will be ejected from the game. In the event the manager, coach, player spectator is thrown out of the game they will be asked to leave the baseball compound. If he/she does not leave the field within 5 minutes his or her team will forfeit the game at that time.

If a player is ejected from the game and no substitute is available an out will be recorded every time he/she comes up in the batting order.

****6u****

Games are 5 innings or 1:30 DROP DEAD. Teams may score 5 runs max. per inning except the 5th inning in which is unlimited.

A 2 foot vertical line will be drawn halfway between each base to determine the placement of the lead runner.

A batted ball becomes dead when an infielder within side of the baseline or at a base and has possession of the ball and holds it over their head.

A LEVEL 5 baseball will be used.

Teams can field only 10 players max. (6 infielders and 4 outfielders). Teams can play with 8 players but every time the 9th spot comes up in the batting lineup it’s an OUT. When playing with 8 or 9 players, the catcher position must be occupied.

A 10 foot arch will be inscribed in front of home plate. A batted ball that is hit and does not travel beyond this mark will be considered a foul strike.

MERCY RULE: 10 run lead after 4 complete innings, 31/2 innings for the Home team. Mercy rule will stay in effect for the remainder of the game.

If a runner leaves the base early, the play is dead runner is OUT and batter will be given 1 pitch.

Coach Pitch

Pitching distance is 35 feet

A batter will receive 6 pitches max. If the batter does not hit the ball fair on the 6th pitch the batter is OUT. Missed swings are counted as strikes, as are foul tips and foul balls.

All players must bat that are on the lineup card.

Coaches or Managers shall pitch from a pitching plate 35 feet from the point of the plate. The coach will be allowed to pitch on one knee, but their front foot must be in contact with the pitching rubber and the knee on the ground will be behind the pitching rubber. The player fielding the pitcher’s position shall take the position always to the rear of the pitching rubber and on the right or left side of the pitcher/coach.

If the batted ball hits the coach the ball is DEAD. The pitch counts and the runners can not advance. The coach pitcher MUST make an effort to get off the field and avoid any contact with the player. If the coach interferes with a player fielding the ball, the ball becomes dead and the umpire will call the batter OUT runners may not advance. Once the batter hits the ball the coach must RUN off the field and cannot coach well in the playing field.

NO bunting is allowed, if the batter bunts the ball, the ball is dead and counted as a pitch. Runners may not advance.

Machine Pitch

A Louisville Slugger UPM 45 or any equivalent pitching machine will be used. Machine settings shall be set as followed: Power Level=2 / Micro Adjust=3 / Release Block=3.

A batter will receive 6 pitches max. If the batter does not hit the ball fair on the 6th pitch the batter is OUT. Missed swings are counted as strikes, as are foul tips and foul balls.

NO bunting is allowed, if the batter bunts the ball, the ball is dead and counted as a pitch. Runners may not advance.

If the ball strikes the coach feeding the machine, the ball is dead, the pitch counts as a strike and no runners may advance.

If a batted ball strikes the pitching machine and remains in fair territory, the ball is in play.

If a batted ball strikes the pitching machine and goes into foul territory, the ball is dead and the batter is awarded 1st base and the runners advance 1 base only.

****7u/8u****

Game is 6 innings or 1:30 no new inning. Must complete the inning.

No time limit in the CHAMPIONSHIP GAME.

5 runs max. per inning except the 6th inning which is unlimited.

In 7u teams must bat all players listed on the lineup card. In 8u teams may bat all players listed on the lineup card or 9 players, nothing in between.

Teams may only field 9 players on defense. In the case were a team has only 8 players the team will receive an OUT every time the 9th spot comes up in the batting order. If a team only has 8 players, one must play the catcher position.

MERCY RULE: 10 run lead after 4 complete innings, 31/2 innings for the Home team. Mercy rule will stay in effect for the remainder of the game.

No pinch running. If a runner is injured, his/her replacement is the player in which the last out was recorded.

No bunting in 7u. Bunting is allowed in the 8u division.

NO INFIELD FLY RULE

Only the manager of record is permitted to call "TIME". There will be only 1 offensive time out per inning.

Stealing is permitted. The runner must remain on the base until the pitch crosses home plate. If the runner leaves early and is thrown out, the out remains. If a runner leaves early and makes it safely to the next base the runner will be called out.

There will be NO stealing of home. 3rd base is frozen. A runner may only advance from 3rd to home plate upon a batted ball or a forced walk in. Example if there are runners at 1st and 3rd and second base is stolen, the 3rd base runner may NOT advance, even if the defense attempts to throw the runner out at second base.

Only uniformed players and 3 adults will be allowed on the field or the dugout.

The distance from the pitcher’s mound to home plate may be 38/40 feet.

There is a NO Balk rule.

Pitching Rules: 3 innings max. per game, 4 innings per day and 8 innings max. per tournament.

A player may not return to the pitcher’s mound after once having been removed as a pitcher.
